I seem to remember learning somwhere that the right of way rules were different for sailing boats just sailing and those racing under the rules of the appropriate governing body. So maybe it was someone's unenlightened brainwave that the two rule books should be consolidated. But to be honest this is a topic that I always wanted to find out more about.
Surely some TARS out there must know the answer ;-)
