I'm 99% sure that the theme music for the 1963 BBC TV series was specially composed. Sorry, I don't know by whom. A few seconds of it can be heard at the beginning of this YouTube clip:

As I once mentioned on here several years ago, it tended to remind me of the hymn "Hills of the North, Rejoice". Somebody then actually found printed music for both and posted them on here.

It is definitely not Butterworth's Banks of Green Willow, which I've heard many times, as it is often played on BBC Radio 3's breakfast programme.
