My personal opinion (I have no evidence to back this up), is that frocks were the usual clothing for girls in the era when Swallowdale was written. It possibly would have been very unusual to see girls in shorts or trousers of any kind, hence the GA's distaste for them.

The Swallows' horror at seeing the Amazons in frocks probably stems from the fact that they hadn't ever seen them wearing dresses, and it would have been completely out of character for them (being Tomboys).

On a personal note, more than once people have not recognised me when I have been wearing different clothing to that which they normally see me in. I quite like having that ability.
