I don't think that road accident victims were abandoned in the street, however. There must have been a system, and I seem to recall that in or around 1930 there was a nationwide change in which free services that had been provided by Poor Law infirmaries were taken over by general hospitals (often the same place, re-named, of course)

Jim would have been taken to Felixtowe General Hospital, in Constable Road, I presume. They would no doubt contact the Missions to Seamen office near the Dock to find out what to do with an "unknown seaman".
