Which is precisely what I was trying (obviously not well enough) to say. The charities have to operate in the public interest, so at one remove- that is, not directly, they are controlled. I don't imagine that there's somebody sitting on their shoulder telling them what they can and can't do, but they certainly can't legally operate in someone's self interest. It's a good mechanism to outsource responsibility, which is what I tried to say.

As for Windermere, the fact that the £9000 was donated by an Alderman is irrelevant. Good for him. And good for the Council for making money from the Mere; it will be spent (presumably) in the public interest, and voters can express pleasure or disagreement in the way they do it- and that's the way I think it should be.

My puzzlement was always just about the involvement of ownership.
