Very interesting observation. Rules for avoiding collision in old sailing books such as Knight's Sailing include the rule - A boat running free shall keep clear of one that is close hauled. Books published more recently don't. Does anyone know how and why the change was made? The politics must have been quite entertaining! I believe that certain inland waterways e.g. the Broads retained the close hauled priority until comparatively recently. If running down a narrow waterway it makes a lot of sense to give way to a craft beating up against the wind whatever tack they are on.
