The things that AR did not tell us

At the start of a number of chapters of SD there is a drawing of a cross bow firing an arrow across a valley. Above the crossbow is a large Skull and crossbones flag, but in the distance is one tent and a black burgee. On the other headland, are three tents and a swallow flag. In the distance is the lake and possibly the island. The picture is different to all the other end plates which are of the 'picture postcard' variety and do not relate to the text. The picture of the crossbow seems relate to something that should be in the text and hints of a war between S and A somewhere near SD.
It is noticeable how bows and arrows fade from the stories quite rapidly, and I wonder if there was any criticism at the time of encouraging children to play with deadly weapons?
