To answer some of the queries:

Peter Ceresole - I don't understand why you keep talking of "outsourcing" and "agencies". The South Lakes DC own the bed of Windermere, and as far as I know they manage it themselves. (The Council bought the lake bed in 1939 from the Earl of Lonsdale for £9,000). Similarly, the Rawdon Smith Trust own the bed of Coniston Water, and they manage it. There's no "outsourcing".

Ed K - you are right in assuming that if you own the lake bed you also own the water. You can, of course, allow someone else licence to draw water off for their own purposes. If the lake floods, you will only be liable for damage if you have been negligent in some way, e.g. you have let flood defence systems deteriorate.

Amazon River - in the absence of any contrary agreement, the owner of Beckfoot will own the river bed up to the halfway point, i.e. halfway across. I am not sure who owns running water - tricky - I pass on that one . . over to the Tarboard water experts . . .
