Ed, I'm not sure you can assume that the water of the lake is necessarily owned by the Entity owning the lake bed. If that were the case the Entity would presumably have rights as to who and who could make any use of the lake at all. As it is the Entity seems to have mooring rights, but that is probably explained by the shore (and the pier footings).
