If the lake bed is owned by some Entity, then I assume the water on that lake bed is likewise owned by that Entity. If that water should happen to rise to a flood stage and cause property damage, it would seem that the owner of the property damage could receive compensation done by that Entity's water.
If I own a dog, and it bites somebody, am I not legally responsible for the damage done by my property?
I'm glad I'm not a lawyer with all the implications thereunto pertaining.
