So, fundamentally, the management of the Coniston lakebed is outsourced to a charity, which like all charities is subject to stringent rules. This makes perfect sense, as well as the management of Windermere being made the responsibility of a local authority managed agency. It's just that the outsourcing goes via a process of ownership that still seems strange to me. Well, maybe not strange, but anomalous. I'm with Evgenia... or maybe her late boss... on this.
