Indeed. Rivers are crucial, and have been (and even now are) the cause of wars- look at the Middle East. Like you, I'd not thought a great deal about water management, although it's always been one of the most important issues for all humans. My sister lives on the banks of the Rhine in Basel; now that is an extraordinary, wonderfully powerful river, passing through at least three countries and important to all of them. Historically it's run red with blood. I know there are treaties governing traffic, extraction of water and of power. But I don't know anything about ownership in that connection. By the way, at Basel it's a huge, living thing, a violent torrent hundreds of metres across, mesmerising to watch. I can recommend the trip...
