I think the diagram of the pigeon alarm in PP shows batteries. And in PM the bell goes off as the D’s are sailing up the river after their first sail in “Scarab”, so Nancy dashes out and disconnects the bell batteries. But they get a lecture from the GA about her problem bell at Harrogate, for which she “got a man in” to stop it ringing.

I agree that a bell could be battery powered even if the house had mains power. But again in PM the D’s “lit their candles” in the bedroom (ch 2). During the burglary (ch 19) someone “lit a light” upstairs. Afterwards in the houseboat (ch 21) Nancy says “but why didn’t she see you .... she had a lamp”.
