Surely not, Prue? "Messing about" is always used in a completely positive sense. It's a very well-known quotation, even if some of the people who use it don't remember where it comes from.
BTW, I have just bought an enchanting new edition of The Wind in the Willows from the Folio Society. It has been a joy to read the book again - just the same sentiment as is often expressed here about AR's books.
