Amazon.com (US) allows Canadians to buy books etc., though they do try and redirect you to Amazon.ca (Canada) where the same products are sometimes not available or much more expensive though the postage for physical items is less and you don't have to worry about customs duties.
You don't need an American IP address, postal address or credit card.

I have not tried to buy Kindle ebooks from Amazon as I have a Kobo which originated in Canada but is now owned by a Japanese company.
