Yes, it was a bit one-sided, because in the unlikely event that everything was going well, the sun was shining, the wind was gentle, etc, etc, there would be no need for a signal. One only needs assistance [after all, that's the purpose of the signal] when everything is turning pear-shaped. Unfortunately, in the days of sailing-ships, this was all too common.
