Owen was surprised that the Swallows had holiday tasks in the summer. Perhaps Ransome's effective childlessness, his daughter was hardly of school age when he left his wife, caused a certain amount of vagueness about the actuality of children's home-school interaction. He may have seen children doing, or more likely talking about doing, holiday tasks during a Winter or Easter holiday and assumed that they were a feature of every holiday.

Incidentally, why was there no extra schoolwork in Winter Holiday? Didn't any keen teacher send something for one of their pupils to do to keep their hand in during their enforced absence?
