'Summit register'?

In the current 'Signals' there is an interesting account of a TARSUS member visiting the UK and climbing 'Kanchenjunga'. At the top she says 'We were surprised that there was no summit register.'
Eh? What? Summit register? Do I take it that on top of mountains in the US there is a book for people to sign? It's a nice idea, and somehow very American, but where is the 'register' kept? In a case or small hut? Who looks after it? At this point I have to say that alas, this would not be possible in the UK. Such a 'register' would not last for more than a week, and I am not referring to the weather here, unfortunately.
