I would be pretty confident in asserting that Beckfoot had a bathroom and that bathroom would have had a water supply. Now whether that bathroom was on the first floor (second floor for North Americans) or not, is open to question but given the type of house Beckfoot seems to be, it probably was upstairs. In fact it is not out of the question that some of the bedrooms, Mrs Blackett's for example, would have had a water supply and a hand basin too.
This water supply would not necessarily have been installed when the house was built but retro-fitted when such luxuries became available in Victorian/Edwardian times.
